On December 30, 2020 The
Prime Minister promulgated Decision No.38/QĐ-TTg approving the list of high
technologies prioritized for development investment and the list of hi-tech
products encouraged for development.
Accordingly,
Issued together with Decision List of 99 high technologies prioritized
for development investment industries and List of 107 hi-tech products
encouraged for development products.
Remarkable,
in the list of high technologies prioritized for development investment are: Artificial intelligence technology; Advanced cyber
security and information confidentiality technology; Advanced
forging and stamping technologies to create billets for mechanical products; Bioinformatics technology; Technology for designing
and manufacturing high-resolution monitors; Advanced 3D printing
technology; Technology for designing and
manufacturing intelligent education and training systems and equipment…
For the list of hi-tech
products encouraged for development, typically
the following products: Smartcards
and smartcard readers; Service of consulting, designing and leasing information
technology systems; Systems of equipment for industrial-scale food processing
and preservation; Equipment, software, solutions, platforms, services for
digital government, digital economy, digital society, digital transformation in
priority fields; Equipment, lines, systems, software, manufacturing solutions
for flexible manufacturing system (FMS), computer integrated manufacturing
(CIM) and intelligent manufacturing system (IMS); Automatic environmental
pollution monitoring systems; Intelligent systems and equipment for diagnosis,
monitoring, treatment and health care of human; Antibacterial and antiviral
equipment and materials for medical use; New generation vaccines, medical
bio-products and diagnostic bio-products; International standard
microbiological preparations; International-standard new-generation fertilizers
and plant protection drugs...
As
for high technologies and hi-tech products that are not on the lists of this
Decision but meet the requirements in clause 3 Article 5, clause 1 Article 6 of
the Law on High Technologies, are urgently needed for socio-economic
development, the Ministry of Science and Technology shall assume the prime
responsibility for and coordinate with related ministries and ministerial-level
agencies, seek decision from the Prime Minister.
This
Decision comes into force from February 15, 2021.
