The Office advises and make proposals to DNIEZA's leaders on matters such as personnel, organizational structure, finance and accounting, anti-corruption, administrative reform, emulation and commendation, legal affairs, information technology, administrative management, etc. and implements policies for civil servants, public employees and laborers.​

ö Tasks

To advise on and carry out the implementation of the following tasks:

a) Providing input to ministries, ministerial-level agencies, the Provincial People's Committee and competent authorities in the development and promulgation of legal documents and policies related to the functions, tasks, powers, and operations of DNIEZA.

b) Playing the main role in coordinating with relevant agencies to propose the decentralization and delegation of authority, and to develop a working coordination regulation with specialized agencies under the Provincial People's Committee or relevant agencies to perform assigned tasks and powers under the one-stop and integrated one-stop mechanisms, and submit it to the Provincial People's Committee for approval.

c) Developing programs and plans, and submitting periodic reports on the overall performance of DNIEZA's tasks, on the development of industrial parks (hereinafter referred to as IPs), economic zones (hereinafter referred to as EZs), high-tech zones (hereinafter referred to as HZs), and other areas related to the functions and duties of the Office to the Provincial People's Committee and competent state agencies.

d) Making annual budget estimates, operating expenses for public services, development investment capital, and other funding sources (if any) submitted to the competent state agency for approval.

dd) Developing price frameworks and fee levels applicable in IPs, EZs, and HZs, and submit them to competent state agencies for promulgation.

e) Performing assigned tasks related to financial management, asset management, budget management, and public assets management; collecting and managing the use of various fees and charges.

g) Carrying out the dissemination and popularization of laws, monitoring the implementation of laws, and inspecting the enforcement of laws and state compensation work.

h) Managing the organizational structure, staffing, civil servants, and public employees as well as providing training and professional development for civil servants and public employees of DNIEZA.

i) Managing and using seals; issuing letters of introduction, receiving and distributing official documents, licenses, and administrative certificates.

k) Developing a set of administrative procedures under the jurisdiction of DNIEZA.

l) Implementing digital transformation at DNIEZA headquaters.

m) Organizing emulation movements and awarding prizes to individuals and groups under DNIEZA.

n) Inspecting and resolving complaints and denunciations, preventing and combating corruption, waste, and negative practices.

o) Monitoring and implementing security and order, fire prevention and control, militia and self-defense forces, occupational safety and hygiene, and youth affairs at DNIEZA.

p) Performing other tasks assigned and directed by DNIEZA's leaders.

q) The Office Chief is authorized by the Head of DNIEZA to speak on behalf of the organization in certain specific cases.

The Investment Management Division advises and makes recommendations to DNIEZA's leaders on the state management of investment activities in IPs, EZs, and HZs.

ö Task

To advise on and carry out the implementation of the following tasks:

dd) Performing the tasks of the investment registration agency as prescribed by investment law for investment projects in IPs, EZs, and HZs under its jurisdiction, except for tasks related to procedures for suspending or terminating the operation of investment projects and revoking Investment Registration Certificates.

e) Granting and revoking Certificates of Registration for the operation of executive offices for foreign investors in Business Cooperation Contracts (BCCs).

g) Performing the duties of the provincial-level business registration agency regarding the registration of enterprise establishment, registration of branch operations, business locations, and other registration and notification obligations within the HZ.

h) Issuing, reissuing, adjusting, extending, revoking licenses for the establishment and termination of operations of representative offices of foreign organizations and traders located in IPs, EZs, and HZs.

i) Coordinating with relevant units to monitor and evaluate investment, construction, and development activities of IPs, EZs, and HZs.

k) Providing information, guidance, and resolving difficulties and obstacles in the process of implementing investment procedures inIPs, EZs, and HZs.

l) Signing agreements to guarantee the implementation of investment projects and carrying out procedures to ensure the implementation of investment projects as prescribed in Decree No. 10/2024/ND-CP and other provisions of the investment law.

m) Developing programs and plans, submitting periodic reports to the Ministry of Finance, the Ministry of Science and Technology, the Provincial People's Committee and other competent state agencies on the situation of receiving, issuing, adjusting, and revoking Investment Registration Certificates and Investment Policy Approval Decisions in IPs, EZs, and HZs.

n) Carrying out inspections and coordinating with relevant agencies to handle administrative violations in IPs, EZs, and HZs in the field of investment.

o) Acting as the focal point for advising the Provincial People's Committee on the development of plans, management, and support for the transformation and development of new types of IPs.

p) Making proposals and submitting them to the Provincial People's Committee for the decision of the renaming of Ps, EZs, and HZs that have been identified on the List of IPs, EZs, and HZs in the province.

q) Performing other tasks assigned or directed by the Head of DNIEZA.

he Enterprise Management Division advises and makes proposals DNIEZA's leaders on the state management of the implementation of investment projects and the monitoring and evaluation of investment projects in IPs, EZs, and HZs.

ö Task

To advise on and carry out the implementation of the following tasks:

a) Participating in providing input to ministries, ministerial-level agencies, the Provincial People's Committee and competent authorities in the development and promulgation of legal documents and policies related to taxation and customs in IPs, EZs, and HZs.

b) Issuing Certificates of Origin for goods manufactured in  IPs, EZs, and HZs as well as other licenses, certificates, and certifications within IPs, EZs, and HZs  (excluding the Eco-Industrial Park Certificate and the Eco-Enterprise Certificate).

c) Monitoring, receiving, and processing cases of cessation or termination of investment projects, and revoking investment registration certificates issued in IPs, EZs, and HZs.

d) Playing the main role in coordinating with divisions and units under DNIEZA in constructing and implementing the plan to achieve investment objectives as stipulated in the Decision approving the investment policy, the Investment Registration Certificate, the capital contribution schedule and the implementation of investment projects; the implementation of commitment clauses for projects enjoying investment incentives; and compliance with legal regulations on construction, labor, wages, social insurance for workers, protection of the legitimate rights of workers and employers, ensuring occupational safety and hygiene, fire prevention and control, security, order, and environmental protection for projects in IPs, EZs, and HZs.

dd) Receiving financial reports from enterprises in IPs, EZs, and HZs; requiring investors implementing investment projects for the construction and operation of infrastructure in IPs, EZs, and HZs to submit periodic reports on the progress of investment projects in accordance with the law on investment, the law on enterprises, and other relevant laws; evaluating the socio-economic effectiveness of IPs, EZs, and HZs.

e) Carrying out the collection, updating, processing, sending, receiving, storing, preserving, managing, exploiting, using, and publishing of information and databases on IPs, EZs, and HZs in the area through the national information system on IPs, EZs, and HZs; coordinating with the Ministry of Finance in building and managing the national information system on IPs, EZs, and HZs under its management authority.

g) Developing programs and plans, and submitting periodic reports to the Ministry of Finance, the Ministry of Science and Technology, the Provincial People's Committee and other competent state agencies on the operational status of investment projects; and the status of fulfilling obligations to the State in IPs, EZs, and HZs.

h) Organizing emulation and reward movements for enterprises in iIPs, EZs, and HZs.

i)  Carrying out the task of inspecting and handling administrative violations in IPs, EZs, and HZs in the field of investment project management; deciding on the suspension or partial suspension, termination or partial termination of investment project activities in IPs, EZs, and HZs in accordance with the law on investment.

k) Playing the main role in coordinating with divisions and units under DNIEZA and relevant agencies to synthesize and resolve difficulties and obstacles faced by enterprises in the production and business activities within the IP, and to advise DNIEZA's leaders on proposing solutions to higher-level agencies for issues beyond their authority;

l) Playing the main role in coordinating with relevant agencies and units in the implementation of new legal documents, carrying out propaganda activities and organizing workshops and conferences in the field of management.

The Labor Management Division advises and makes recommendations to DNIEZA's leaders on the state management of labor and employment in IPs, EZs, and HZs.

ö Task

To advise on and carry out the implementation of the following tasks:

a) Providing input to ministries, ministerial-level agencies, the Provincial People's Committee and competent authorities in the development and promulgation of legal documents and policies related to labor and employment management in IPs, EZs, and HZs.

b) Synthesizing and assessing the labor needs for employment in IPs, EZs, and HZs  and coordinating with competent state agencies to supply labor to enterprises in these areas.

c) Organizing the registration of labor regulations; reporting on the labor situation; receiving collective labor agreements; receiving reports on changes in the workforce through the National Public Service Portal; receiving and processing applications for contracts for receiving trainees from enterprises, and activities for sending workers abroad for training for less than 90 days for enterprises in IPs; receiving reports on labor leasing, training results, and annual skill enhancement; notifying enterprises in IPs, EZs, and HZs about organizing overtime work exceeding 200 hours but not exceeding 300 hours per year.

d) Coordinating with specialized state management agencies, People's Committees at all levels, and relevant agencies to carry out tasks related to labor management, occupational safety and health in accordance with the law.

dd) Urging, inspecting, and coordinating with state management agencies, relevant agencies and organizations in inspecting, handling violations, investigating labor accidents, food safety incidents, and other tasks related to occupational safety and hygiene, and food safety in IPs, EZs, and HZs as prescribed by law.

e) Coordinating with state management agencies, relevant agencies and organizations to resolve labor disputes and to protect the legitimate rights of both employees and employers.

g) Summarizing the situation regarding labor utilization, labor management implementation, occupational safety and health, occupational accidents, occupational diseases, and food safety of units within the HZ in accordance with the law.

h) Receiving reports on the dismissal of multiple employees according to the hierarchical structure and authorization of Ministries, ministerial-level agencies, the Provincial People's Committee, the Chairman of the Provincial People's Committee and competent state agencies.

i) Guiding and inspecting the compliance with labor laws, wages, and social insurance regulations for workers, protecting the legitimate rights of workers and employers, and ensuring occupational safety and hygiene in IPs, EZs, and HZs. Upon detecting signs of violations, preparing a report and promptly reporting to the Provincial People's Committee or transfering the case to the competent authority for handling administrative violations as prescribed.

k) Developing programs and plans, and submitting periodic reports to the Ministry of Interior, the Provincial People's Committee and other competent state agencies on the implementation of labor laws in IPs, EZs, and HZs.

The Planning and Construction Management Division advises and makes proposals to DNIEZA's leaders on the state management of planning, construction, and land in IPs, EZs, and HZs.

ö Task

To advise on and carry out the implementation of the following tasks:

a) Providing input to ministries, ministerial-level agencies, the Provincial People's Committee and competent authorities in the development and promulgation of legal documents and policies related to planning, construction, and land management in IPs, EZs, and HZs.

b) Managing investment projects for the construction of IPs, EZs, and HZs using state budget funds, development assistance funds, and other legitimate sources of capital:

- Performing the duties of the investor, carrying out the implementation of investment projects using state budget funds, official development assistance funds, and other legitimate sources of capital under its management;

- Making investment decisions and exercising the authority of the investment decision-maker; organizing the selection of investors, signing investment agreements and project contracts with investors in the form of public-private partnerships (PPP) for investment projects in IPs, EZs, and HZs using state budget capital belonging to groups B and C as authorized;

- Proposing a list of projects, carrying out the selection of investors, and signing contracts with investors in accordance with the law and the authorization of the Provincial People's Committee;

- Receiving, managing, and utilizing ODA loans and other legitimate funding sources to invest in the construction and development of IPs, EZs, and HZs;

- Managing and utilizing investment capital for the development of EZs under its jurisdiction; managing investment, construction, and bidding for investment projects using development capital from the state budget in EZs under its jurisdiction; managing and implementing administrative and operational revenue and expenditure, targeted programs, and other assigned capital sources.

c) Carrying out the preparation and submission to the Provincial People's Committee for approval of proposals for expanding and adjusting the boundaries of IPs, EZs, and HZs; proposals for issuing local government bonds; and plans for mobilizing other capital sources to invest in the development of important technical and social infrastructure systems within IPs, EZs, and HZs .

d) Managing, disseminating, guiding, inspecting, and supervising the implementation of regulations, system development plans, construction plans, and related plans for IPs, EZs, and HZs that have been approved by competent state agencies.

dd) Conducting appraisal for the projects and designs, and construction cost estimation for projects and construction works in IPs, EZs, and HZs; inspecting various types of construction works in the area under its management responsibility and performing other tasks of specialized construction agencies as prescribed by construction law for projects and construction works in IPs, EZs, and HZs.

e) Organizing and managing planning in accordance with the law on urban and rural planning; managing investment in construction, managing the quality of construction works, inspecting and handling violations of planning and construction in IPs, EZs, and HZs.

g) Playing the main role in coordinating with relevant agencies and organizations in preparing, appraising, and approving planning tasks, zoning plans, and detailed plans for IPs, EZs, and HZs; appraising and approving overall and partial adjustments to zoning plans and detailed plans for IPs, EZs, and HZs .

h) Coordinating with relevant agencies and organizations to formulate and adjust land use plans and schemes in IPs, EZs, and HZs .

i) Receiving registration of price frameworks and infrastructure usage fees from investors implementing investment projects for the construction and operation of IP infrastructure; in cases where the price frameworks and infrastructure usage fees increase by more than 10% compared to the price frameworks and infrastructure usage fees registered with DNIEZA, implementing pricing measures as prescribed.

k) Carrying out the management and use of specialized land and water resources assigned by the Provincial People's Committee in accordance with the approved construction plan and development plan; coordinating with relevant agencies and organizations to prepare and adjust land use plans and schemes in IPs, EZs, and HZs.

l) Coordinating with organizations responsible for compensation and land clearance to implement compensation, support, and resettlement for land clearance in IPs, EZs, and HZs (excluding Hoa Lu Border Gate EZ).

m) Performing the task of the state management of land in IPs, EZs, and HZs in accordance with the provisions of the Land Law.

n) Submitting documents for registration in the cadastral records, updating the land database, and submitting them to the competent authority for the issuance of Certificates of Land Use Rights and Ownership of Other Assets Attached to Land for land users; carrying out administrative procedures related to land through a one-stop or integrated one-stop mechanism. Performing land management tasks within its authority in IPs, EZs, and HZs .

o) Performing tasks delegated or authorized by Ministries, ministerial-level agencies, the Provincial People's Committee, the Chairman of the Provincial People's Committee and competent state agencies, including:

- Appraising and approving detailed planning for investment projects in IPss, HZs, and functional areas within EZs that are required to have detailed construction plans according to the law on urban and rural planning; approving the overall site plan for investment projects in IPs, EZs, and HZs that are required to have overall site plans according to urban and rural planning; making overall and partial adjustments to detailed plans and overall site plans for investment projects in IPs, EZs, and HZs.

- Granting, adjusting, extending, reissuing, revoking, and canceling construction permits for projects and construction works that require a construction permit according to the law on construction.

- Implementing quality management for construction projects and works within IPs, EZs, and HZs.

p) Playing the main role in coordinating with relevant agencies to develop and issue, or submit for issuance annually, the rates for the use of state-invested infrastructure (including wastewater treatment fees); appraising the framework for infrastructure use fees, site preparation costs, rental prices for factories, offices, warehouses, and other service fees registered by infrastructure investors as prescribed.

q) Carrying out the task of inspecting and handling administrative violations in IPs, EZs, and HZs in the fields of planning, construction, and fire prevention and control.

r) Developing programs and plans, and submitting periodic reports to the Provincial People's Committee and competent state agencies on the investment, construction, and infrastructure development situation of IPs, EZs, and HZs.

e) Conducting assessments and submitting the results of environmental impact assessment reports to the Chairman of the Provincial People's Committee for approval; assessing and approving dossiers for granting, renewing, adjusting, reissuing, and revoking environmental permits for investment projects in IPs, EZs, and HZs in according to the decentralization and authorization of Ministries, ministerial-level agencies, the Provincial People's Committee, the Chairman of the Provincial People's Committee and competent state agencies.

g) Developing programs and plans, and submitting periodic reports to the Ministry of Finance, the Ministry of Agriculture and Environment, the Ministry of Science and Technology, the Provincial People's Committee and other competent state agencies on the implementation of environmental protection and environmental protection measures in IPs, EZs, and HZs.

a) Participating in providing input to ministries, ministerial-level agencies, the Provincial People's Committee and competent authorities in the development and promulgation of legal documents and policies related to science and technology in IPs, EZs, and HZs.

b) Developing guidelines, plans and strategies, submitting periodic reports to the Ministry of Science and Technology, the Provincial People's Committee and other competent state agencies on high-tech development; projects for expanding and adjusting the boundaries of HZs; mechanisms, policies, and plans for mobilizing resources to build and develop HZs; preferential policies and support mechanisms for investors, activities, and workers in HZs; directly managing and operating the information system on IPs, EZs, and HZs; playing the main role in coordinating with divisions and units under DNIEZA to perform tasks prescribed by law and regulations of the Provincial People's Committee on scientific research and application of scientific and technological advancements.

c) Organizing the collection and remittance of land lease fees, compensation for land clearance, infrastructure usage fees, and wastewater treatment fees for technical infrastructure systems invested by the State in the HZ into the state budget; organizing the collection and management of various fees and charges prescribed by law.

d) Mobilizing and receiving funding from organizations and individuals to carry out the work of preparing and adjusting the construction plan for the HZ in accordance with the law.

dd) Developing a plan for using revenue sources to support the implementation of science and technology activities and reinvest in the development of the HZ annually, and reporting to the Provincial People's Committee and relevant ministries and agencies for submission to the competent authority for decision.

e) Fulfilling the responsibilities stipulated for investors constructing and operating infrastructure in concentrated production, business, and service areas according to the law on environmental protection for HZs or areas within HZs where there is no investor constructing and operating infrastructure.

g) Carrying out the tasks of inspecting, resolving complaints and denunciations, and handling administrative violations in IPs, EZs, and HZs in the field of science and technology.

h) Carrying out tasks related to the development of high-tech science and technology and other science and technology tasks.

i) Organizing the assessment of compliance with criteria for high-tech projects investing in the HZ; periodically, annually or on an ad hoc basis, reviewing and evaluating the implementation of conditions, principles, and criteria for high technology.

k) Confirming that high-tech projects investing in HZs meet the principles of high-tech operation in the case of investment projects as stipulated in Clause 4, Article 19 of Decree 10/2024/ND-CP.

l) To chair and coordinate with relevant agencies in developing and providing information and databases on efficient resource utilization and cleaner production in the area for the purpose of certifying, monitoring, supervising, and evaluating the effectiveness of eco-industrial parks and eco-enterprises.

m) Receive applications, gather opinions from relevant agencies, organize the evaluation of applications, and prepare an assessment report on the fulfillment of criteria for identifying eco-enterprises or eco-industrial parks to issue an Eco-enterprise Certificate or propose to the Provincial People's Committee to issue an Eco-industrial Park Certificate. If the evaluation results are unsatisfactory, notify the enterprise in writing, clearly stating the reasons for the failure.

n) Monitoring, supervising, and evaluating the effectiveness of eco-enterprises and eco-industrial parks to reissue, revoke, or terminate the validity of eco-enterprise certificates, or proposing to the Provincial People's Committee to reissue, revoke, or terminate the validity of eco-industrial park certificates in accordance with regulations.

o) To support and provide information to enable businesses in the industrial park to link and cooperate with each other to implement industrial symbiosis, cleaner production measures, and transform into an ecological industrial park.

p) Organizing and supporting technology incubation activities, high-tech enterprise incubation activities, and other science and technology activities in accordance with the law.

q) Coordinating with and supporting the organization of high-tech fairs, exhibitions, and demonstrations of high-tech products resulting from research and application of high technology; science and technology forums, technology markets, technology exchanges, and other high-tech activities within the HZ.

r) Mobilizing, receiving, and implementing capital and resources to support investment in science and technology development, innovative startups, and the development of high-tech infrastructure and infrastructure serving science and technology development; connecting enterprises, organizations, and individuals engaged in science and technology activities, creating a foundation and favorable environment to promote the innovation ecosystem in the HZ.

s) Coordinating with state-owned enterprises in the fields of electricity, water, and telecommunications, infrastructure investors, and relevant organizations and agencies to ensure efficient management and operation of the technical infrastructure system within the HZ and synchronous connection with the technical infrastructure system in the surrounding area.

t) Building and maintaining cooperative relationships with scientific and technological organizations, associations, scientific and technological societies, HZs and foreign organizations and individuals operating in related fields as prescribed by law; participating in joint events, programs, and projects on scientific research and technological development within the framework of bilateral, multilateral, regional, inter-regional, and international agreements.

u) Playing the main role in coordinating with the infrastructure investor, operating units in the HZ and relevant agencies to inspect the work of maintaining security and order, preventing and controlling fires and explosions, and to develop and propose measures to ensure security and order, and to organize security forces and fire prevention and fighting forces in the HZ.

v) Taking the lead in coordinating with deivisions under DNIEZA to advise on the implementation of a quality management system according to ISO 9001:2015 standards.

x) Providing advice on digital transformation for enterprises in IPs, EZs, and HZs.

y) Performing other tasks assigned or directed by the Head of DNIEZA.

The Representative Office in IPs advises and makes recommendations to DNIEZA's leaders on monitoring, inspecting, and guiding the implementation of legal regulations within the IPs.

ö Task

To advise on and carry out the implementation of the following tasks:

a) Coordinating with police units and competent agencies and units as well as divisions and units under DNIEZA in monitoring, inspecting, and proposing measures in maintaining security and order, preventing fires and explosions, ensuring occupational safety and hygiene, protecting the environment and construction within the IP.

b) Coordinating with divisions and units under DNIEZA and relevant agencies to conduct inspections, resolve complaints and denunciations, prevent and combat corruption, waste, and negative practices; carrying out inspection and handling of administrative violations in IPs; coordinating with competent state agencies to perform inspection and auditing tasks prescribed by law.

c) Organizing regular meetings for enterprises in the IP.

d) Coordinating with relevant agencies, units, and localities in the initial resolution of strikes, work stoppages, complaints, and labor disputes in IPs.

dd) Coordinating with divisions and units under DNIEZA in inspecting the current status, implementation, and operation of projects related to the handling of administrative procedures by divisions and units under DNIEZA.

e) Coordinating with divisions and units under DNIEZA in resolving difficulties and obstacles faced by enterprises during their production and business operations in the IP and advising DNIEZA's leaders on proposing solutions to higher-level agencies for issues beyond their authority.

g) Inspecting and drafting reports on-site violations of the law by enterprises during their operations, violations of construction regulations, environmental protection, and labor policies, and reporting them to DNIEZA's leaders, forwarding them to the relevant divisions and units under DNIEZA for consideration, advice, and handling in accordance with regulations.

ö Task

d) Presiding over the inspection and initial resolution of complaints, feedback, and disputes between enterprises; coordinating with divisions and units under DNIEZA to inspect and resolve complaints, denunciations, and recommendations to competent authorities for handling administrative violations in the Hoa Lu Border Gate Economic Zone; coordinating with competent state agencies to carry out inspection and examination tasks as prescribed by law.

dd) Coordinating with state-owned enterprises in the fields of electricity, water, and telecommunications, infrastructure investors, and relevant organizations and agencies to ensure the effective management and operation of the technical infrastructure system within the Hoa Lu Border Gate Economic Zone and its synchronous connection with the technical infrastructure system in the surrounding area.

e) Grasping the situation and proactively resolving issues or making proposals to DNIEZA's leaders measures to resolve work-related obstacles such as coordinating on-site management of land areas allocated according to the plan; coordinating compensation and land clearance for land allocated to investors and coordinating the handling of land encroachment in the border economic zone; coordinating inspection, supervision, and handling of investment, construction, environmental, labor, production and business activities; coordinating with divisions and units to advise on resolving difficulties and obstacles faced by investors... in the Hoa Lu Border Gate Economic Zone.

g) Coordinating with local authorities and relevant agencies to ensure that activities within the Hoa Lu Border Gate Economic Zone comply with the approved construction plan, development plan and relevant regulations.

h) Coordinating with the organization responsible for compensation and land clearance to implement compensation, support, and resettlement for land clearance in the Hoa Lu Border Gate Economic Zone.

i) Performing other tasks assigned or directed by the Head of DNIEZA.

The Technical Training and Labor Supply Center is a public service unit directly under DNIEZA. It has legal status, using its own seal, and can open accounts at the State Treasury and credit institutions in accordance with the law. It operates under a financially autonomous mechanism as stipulated in Government Decree No. 60/2021/ND-CP dated June 21, 2021, regulating the financial autonomy mechanism of public service units, and is under the direct leadership of the Head of DNIEZA.

The Technical Training and Labor Supply Center operates under Decision No. 814/QD-UBND dated August 21, 2025 by the People's Committee of Dong Nai Province on the acceptance of the existing public service units under the Dong Nai Industrial Zones Authority (DIZA) and the Binh Phuoc Economic Zone Authority after the merger of DIZA , the Dong Nai Biotechnology High-Tech Park Authority, and the Binh Phuoc Economic Zone Authority; and Decision No. 23/2025/QD-UBND dated August 4, 2025 by the People's Committee of Dong Nai Province on promulgating regulations on the functions, tasks, powers, and organizational structure of DNIEZA. The Technical Training and Labor Supply Center performs the function of direct state management over IPs, EZs, and HZs in Dong Nai Province; managing and organizing the provision of public administrative services and other support services related to investment, production, business, research, and technology transfer activities for investors and enterprises in IPs, EZs, and HZs.

The Industrial Park Infrastructure Exploitation Center (hereinafter referred to as the Center) is a public service unit that is self-sufficient in covering its operating expenses as prescribed, and is under the direct direction and management of DNIEZA regarding organization, staffing, and operations;

Center Headquarters: Located in Dong Xoai I Industrial Zone (Tan Thanh 2 Residential Area, Dong Xoai Ward, Dong Nai Province).

The Center has legal status, a seal, and is authorized to open separate accounts at the State Treasury and commercial banks in accordance with the law to perform the following functions and tasks:

Advising and assisting the Head of DNIEZA in managing infrastructure in IPs and EZs without investors; operating, exploiting, maintaining, and repairing infrastructure systems in IPs and EZs; providing consulting, support, and services related to investment, construction, environment, labor, trade promotion, and other services to support enterprises operating in IPs, EZs, and HZs in the province in accordance with the law.

The center is responsible for managing, exploiting, operating, maintaining, and repairing the technical infrastructure systems and facilities within IPs and EZs as assigned by law;

Coordinating with relevant units regarding electricity, water, telecommunications and so on to ensure efficient management and operation of technical infrastructure systems within IPs and EZs, and to ensure synchronous connection with technical infrastructure systems in surrounding areas;

The centre plays the main role in coordinating with relevant agencies and units to develop and adjust plans for infrastructure usage fees; infrastructure service prices; and wastewater treatment unit prices in IPs and EZs under its management, and submit them to the competent authority for approval in accordance with regulations;

Providing consultancy services for investment and construction procedures; supplying support services for investment, construction, environment, labor, and other services; supporting production, business activities, and other utility services;

Services provided: planting new trees, maintaining green spaces and lawns;

Performing other tasks assigned by the Head of DNIEZA and competent state agencies in accordance with the law.

The Center's functions include researching, applying and implementing biotechnology and high-tech agriculture achievements into practical production; providing related services; training technical and business human resources; developing infrastructure; and establishing mechanisms to attract enterprises and nurture talents in biotechnology and high-tech agriculture to serve the cause of industrialization and modernization of the country.
