DONG NAI CITY PROMOTES THE DEVELOPMENT OF A COMPREHENSIVE INNOVATION NETWORK

According to the Directive, Dong Nai City aims to establish and develop a synchronized innovation network that fosters close cooperation among government agencies, businesses, research institutes, universities, the startup community, and science and technology organizations. This network is considered an important foundation for promoting the development of an innovation ecosystem, accelerating the growth of the knowledge-based and digital economy, and enhancing the city's competitiveness in the new development phase.

One of the key focuses of the Directive is assigning the Department of Science and Technology as the focal agency responsible for advising on the development of the citywide innovation ecosystem; strengthening connections with the National Innovation Center; and implementing activities that support innovative startups, digital transformation, and the research and application of new technologies. At the same time, the city will study the establishment of the Dong Nai City Innovation and Digital Transformation Center to create a hub for connecting and supporting businesses, startups, and science and technology organizations.

Notably, the Directive also provides orientations for developing innovation zones, science and technology parks, and innovation centers, thereby gradually building infrastructure for research, testing, and commercialization of scientific and technological products. In addition, the city is researching and implementing a regulatory sandbox mechanism for new technologies, products, and business models within innovation spaces, creating favorable conditions for technology enterprises to develop and expand.

For the Management Board of Industrial Parks and Economic Zones of Dong Nai City, the Directive assigns several important tasks aimed at promoting innovation in industrial production and manufacturing activities. Accordingly, the Management Board will focus on reviewing and updating industrial park development plans toward sustainability; building a Geographic Information System (GIS) to support high-quality investment attraction; and assisting enterprises in digital transformation and the application of advanced technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), automation, and smart manufacturing in order to improve productivity, reduce emissions, and enhance competitiveness.

In addition, the Dong Nai Industrial and Economic Zones Authority (DNIEZA) will continue to serve as a bridge connecting FDI enterprises with domestic enterprises, research institutes, universities, and science and technology organizations to promote technology transfer, research and development (R&D), commercialization of scientific products, and the enhancement of local enterprises' capacity to participate in global supply chains.

The issuance of this Directive demonstrates Dong Nai City's strong determination to build a comprehensive innovation ecosystem centered on businesses, with science and technology and digital transformation serving as key drivers of development. At the same time, it provides an important foundation for departments, agencies, localities, and the business community to proactively implement innovation activities, promote scientific research and technological application, improve governance and operational processes, and develop modern, green, and sustainable production and business models.

In the coming period, the Dong Nai Industrial and Economic Zones Authority (DNIEZA) will continue to closely coordinate with departments, local authorities, and the business community to effectively implement the assigned tasks; accompany enterprises in digital transformation, technological innovation, and industrial development in an ecological, smart, and sustainable direction; and contribute to building Dong Nai City into a leading center for innovation and high-tech industry in the Southeast region and across the country.
