The workshop was attended by over 150 delegates from central ministries and agencies, departments and agencies of Dong Nai city, international organizations and domestic and international experts, industrial parks infrastructure investors, and numerous manufacturers operating in industrial parks in the city. This is a practical activity to implement Plan No. 76/KH-UBND dated February 9th, 2026, of the People's Committee of Dong Nai city on transforming existing industrial parks into green and ecological industrial parks by 2030, with a vision to 2050.
Green transition is no longer merely a development trend; it has become an essential requirement for enterprises seeking to maintain competitiveness and achieve sustainable growth.
In his opening remarks at the workshop, Mr. Pham Viet Phuong, Deputy Head of the DNIEZA, emphasized that as major global markets increasingly adopt stringent environmental standards, carbon emission standards and ESG requirements across global supply chains, transforming industrial areas into eco-friendly models is not only a requirement for sustainable development but also essential for maintaining competitiveness, attracting high-quality investment, and expanding export markets.
The workshop also served as an important platform for the DNIEZA to deliver a clear message to the business community. Green conversion is a condition for retaining customer orders and participating in global supply chains, not just an environmental requirement. Companies need to start with concrete actions such as energy assessments, resource conservation, adopting cleaner production, implementing ESG, industrial symbiosis, and preparing to participate in carbon markets. The DNIEZA, UNIDO, and Amata Industrial Park will act as partners, providing assistance to businesses with technical assistance, policy advice, and resource mobilization throughout the modernization process.
Currently, Dong Nai has 44 industrial zones with 2,793 investment projects from 45 countries and territories. However, competitiveness in the new phase will no longer be measured primarily by the scale of investment capital, but will shift strongly towards criteria such as technology, resource efficiency, the adoption of clean energy, reduction of greenhouse gas emissions, and sustainable development.

Dong Nai aims to establish a green industrial ecosystem by 2030.
According to Plan No. 76/KH-UBND dated February 9th, 2026, Dong Nai City aims to build green industrial areas and eco-industrial parks with net-zero emissions by 2050, while integrating digital and green transformation to enhance the competitiveness of the local industry.
During the period 2026-2030, the city will focus on achieving the following key objectives:
+ All industrial parks infrastructure developers and industrial parks tenants within the industrial park will receive training and awareness-raising about eco-industrial parks, eco-businesses, circular economy, and industrial symbiosis;
+ Strive to have at least two industrial areas obtain eco-industrial parks certification;
+ At least 10% of manufacturers have implemented resource-efficiency measures, water, energy, and chemicals; and reduce waste and emissions into the environment.
+ Approximately 90% of industrial parks have adopted energy-efficient technologies and practices.
These are all goals that involve the direct participation of the business community, with tenant enterprises playing a central role in determining the success of the transition process.
Amata Industrial Park - a pioneering model to be replicated
One of the topics that received much attention at the workshop was the conversion process of the Amata Industrial Park.
As one of the first three industrial parks in Vietnam selected by UNIDO to participate in the Global Eco-Industrial Parks Programme, Amata has undergone an assessment process according to the International Framework for Eco-Industrial Parks and was assessed as meeting approximately 86% of the eco-industrial Park (EIP) criteria in 2024.
Based on these results, the People's Committee of Dong Nai City selected Amata as a pilot model for further improvement, with the goal of becoming the first eco-industrial park in the locality, creating a foundation for replicating the model in other industrial parks in the future. This also opens up many opportunities for enterprises operating in Amata to access technical support programs, green transformation, improve management capacity, and integrate more deeply into global supply chains.
Enterprises are encouraged to proactively embark on their green transition journey without delay.
Through presentations by the Ministry of Finance, the Ministry of Industry and Trade, UNIDO, and domestic and international experts, the workshop provided a wealth of up-to-date and practical information to help businesses clearly define their transformation roadmap.
The key topics presented at the workshop included:
- National policies on the development of eco-industrial parks;
- International Framework for Eco-Industrial Parks and UNIDO's Global Eco-Industrial Park Programme in Vietnam;
- Policies for developing renewable energy and mechanisms for direct power purchase agreements (DPPAs);
- Planning eco-industrial parks in accordance with ESG principles;
- Green finance and access to preferential funding sources;
- Carbon market development trends;
- Solutions to promote circular economy, industrial symbiosis, and energy transition in industrial parks.
These are all important tools that help firms improve production efficiency, reduce raw material consumption and energy costs, meet the requirements of international customers, and facilitate access to green financing in the future.

DNIEZA is committed to continuing its collaboration with UNIDO, central ministries and agencies, international organizations, and experts to facilitate companies in implementing green transformation through technical consulting, training, policy guidance, facilitating access to financial and technical resources, and resolving difficulties and obstacles during implementation.
At the same time, the DNIEZA will continue to advise the City People's Committee on implementing mechanisms and policies to promote the use of renewable energy, develop a circular economy, industrial symbiosis, digital shift in industrial parks management, and gradually build a green, modern, and highly competitive industrial ecosystem. It is recommended that IP infrastructure investors and enterprises operating in industrial parks in the city proactively study new policies; review production practices against eco-industrial park criteria of ecological industrial parks; increase investment in solutions for efficient energy use, cleaner production, greenhouse gas emission reduction, and the application of industrial symbiosis and circular economy models. Actively participate in support programs from state management agencies and UNIDO to successfully achieve the goal of positioning Dong Nai as a national leader in the development of green industrial parks, eco-industrial parks, and low-emission industries, contributing to realizing the goal of rapid, sustainable development and enhancing the competitiveness of local manufacturers in the new era.
