Finalizing development orientation for the new phase
This planning adjustment is carried out in close adherence to the Party's guidelines and policies, and the State's laws and regulations on socio-economic development; while also being consistent with the National Master Plan, the Southeast Region Plan, and relevant sectoral plans.
Over the years, Dong Nai has experienced high economic growth, becoming one of the country's key industrial hubs. However, in light of new demands for a growth model transformation, green and sustainable development, and changes in strategic infrastructure such as Long Thanh International Airport, adjusting the planning is necessary to fully leverage local potential and competitive advantages.
Comprehensive and sustainable development goals
The revised plan sets the overall goal of developing Dong Nai into a locality with modern industry and an important logistics center in the Southern region; achieving rapid and sustainable economic development while protecting the environment and improving the quality of life for its people.
Some specific objectives are set, including:
+ Developing industry towards high technology, supporting industries, and environmentally friendly practices;
+ Promoting the development of logistics, trade, and financial services in conjunction with a synchronized transportation infrastructure system;
+ Developing urban areas following a modern, smart model with high regional connectivity;
+ Ensuring social security and improving the quality of human resources;
+ Maintaining national defense and security, political stability, and social order and safety.
Adjusting the development space and key industries and sectors
According to the planning document, Dong Nai Province will organize its development space towards forming dynamic zones and economic corridors linked to strategic transportation axes. In particular, the area surrounding Long Thanh airport is identified as a new growth pole, playing a central role in logistics, aviation services, and high-tech industries.
Development of industrial parks and economic zones: The industrial park system will continue to be reviewed and adjusted to improve land use efficiency. Existing industrial parks will be expanded and their quality improved. Priority will be given to developing eco-industrial parks and smart industrial parks. At the same time, the province will limit the attraction of labor-intensive, energy-intensive industries with a high risk of environmental pollution. Investment attraction will be selectively strengthened, prioritizing high-tech industries, supporting industries, and environmentally friendly industries.
Regarding urban development, the plan aims to build a multi-polar urban system, with Tran Bien Ward playing the role of the central urban area; satellite cities will be developed in conjunction with industrial zones, service areas, and major transportation infrastructure.
Breakthroughs in infrastructure and regional connectivity
Transportation infrastructure has been identified as one of the strategic breakthroughs. Dong Nai will focus on investing in and coordinating the implementation of key projects such as beltways, inter-regional expressways, direct connections to Long Thanh International Airport, seaports, and logistics networks.
In addition, digital infrastructure, energy infrastructure, water supply and drainage, and waste treatment are also being invested in comprehensively to meet the requirements of modern urban development and sustainable industry.
Strengthening environmental protection and sustainable development
One of the highlights of the revised planning is the requirement for development to be linked with environmental protection. Dong Nai Province aims to strictly control pollution sources, improve waste treatment rates, develop renewable energy, and promote a circular economy model.
New industrial zones must meet high environmental standards; businesses should be encouraged to adopt clean technologies and conserve energy and resources.
Creating new impetus for socio-economic development
The approval of the revised Dong Nai Provincial Planning for the period 2021–2030, with a vision to 2050 not only creates an important legal framework but also opens up many new development opportunities for the locality.
The planning will contribute to improving the efficiency of resource utilization, attracting selective investment, promoting innovation, and enhancing the province's competitiveness. At the same time, it will create a foundation for Dong Nai to continue asserting its role as one of the dynamic economic centers of the Southeast region and the country.
In the coming period, the synchronized and effective implementation of the planning contents will be of decisive importance, contributing to the realization of the goal of building Dong Nai into a rapidly and sustainably developing province; a modern and prosperous province; one of the leading provinces in the country in terms of high growth; and striving to become a centrally-governed city by 2030.
The Provincial People's Committee assigns relevant departments, agencies, and localities to organize and implement the plan in accordance with their functions and duties; strengthen management and supervision; and periodically evaluate its implementation as prescribed.
